Can a hartal prevent a dam from breaking?

Tomorrow there will be a hartal announced by some political parties in four districts which will be washed off if Mullaperiyar dam breaks. Is this the right way to prevent a dam from breaking? Mullaperiyar is an inter-state water issue. Tamilnadu needs water for irrigation purposes. Kerala people always agrees to give water to Tamilnadu, because this state gives Kerala all the foodstuffs they eat. But if the dam breaks, 35 lakhs of people in Kerala will be washed off and 5 districts in Tamilnadu will be dried off. So the only solution to this problem is a new dam. The old dam should be decommissioned as early as possible. Rulers of both the states come to a table for talks and an agreement for water supply for the future must be signed with the proposal of construction of a new dam. This will help both the states from a big tragedy.

After reading this article I am feeling that how absurd is the thinking of American people. How can we think a separate existence for a fertilized human egg from its mother? Person-hood is achieved only after birth of a child. Inside the uterus it is the part of the mother. A person can be defined as an individual who has separate existence from his fellow beings with independent vital functions. A fertilized has no separate existence. It is dependent on its mother for its vital functions like respiration, digestion, circulation and excretion. So it cannot be considered as a person.
